If you plan to sell food, cosmetics, supplements, medical devices, or drugs in the Philippines, you’ll deal with the Food and Drug Administration (FDA). Clearance comes in two layers, and getting them in the right order is essential to reaching the market without costly delays.

First the company, then the product You cannot register individual products until your company holds a valid License to Operate (LTO). The LTO authorizes you to operate as a manufacturer, trader, importer, or distributor — and only then can you apply for a Certificate of Product Registration (CPR) for each product.

Classify your product correctly The pathway, documents, and timeline all depend on how your product is classified — a cosmetic, a food supplement, and a medical device follow different rules. Misclassification leads to rejected applications and lost months, so this is worth getting right at the very start.

Prepare a complete dossier FDA applications hinge on documentation: formulations or specifications, labels and packaging artwork that meet FDA labeling rules, and — for imported goods — certificates from the foreign manufacturer. Applications are commonly delayed because a single document is missing or non-compliant.

Plan for renewals Both the LTO and CPR have validity periods and must be renewed before they lapse. Building a simple compliance calendar from the day they’re issued keeps your products legally on the shelf.

Treat approval as ongoing FDA clearance isn’t a one-time hurdle but a status you maintain through renewals, accurate labeling, and proper records. Building that discipline early keeps your products selling without interruption.
